WINNSBORO — The Town of Winnsboro has been awarded a $100,000 grant to create a park and walking trail on the property in front of the Mt. Zion Institute.


The beautification grant is from S.C. Department of Parks, Recreation and Tourism.


Council voted to approve the 25 percent ($25,000) match. Town manager Don Wood said the money is accounted for in the budget, but still needed council’s approval. Councilman Stan Klaus put the action into motion, and it was unanimously approved.


Town Grant Administrator Connie Shackelford applied for the grant this year, after not being award the grant last year.


Final project approval will be contingent upon approval by the Federal Highway Administration (FHWA) project review, State Historic Preservation Office and the U.S. Fish and Wildlife Service.


Town staff will required to attend a fiscal briefing and receive a project agreement after the FHWA review. Costs associated with the Mt. Zion Green project are only eligible if they are incurred after the project agreement has been signed. There will no costs reimbursed for work done prior to the agreement date.


In other business, the electric department requested $74,800 to buy a new digger derrick truck with a bumper winch. The request was recommended by the finance committee and unanimously agreed upon by council.


The new truck will replace a 37-year-old truck that is no longer dependable. Willam Medlin said it has been costly and difficult finding repair parts or someone capable of repairing the 37-year-old truck.


Digger derrick trucks are used to set poles, transformers and for heaving lifting.


The expense was put into last year’s budget, but was postponed to purchase a bucket truck instead. The original request was budgeted for $190,000.


The $74,800 for the 2004 model will be taken from the operational fund.
