WINNSBORO — At the second county council meeting of 2013, Fire Marshal Tony Hill gave a recap of ISO ratings analysis in the area of the county served by the Dutchman’s Creek substation.
The Insurance Service Office (ISO) has a Public Protection Classification Program (PPC) that issues ratings on the effectiveness of a fire department’s services and equipment. As of Dec. 1, 2012, many areas in the community that had an ISO of 10 saw the rate lowered to 6, which resulted in a 40 percent savings in insurance rates for those homeowners.
However, some residents saw their ISO ratings increase from 5 to 6, which would cause about a 7 percent increase in their rates.
Hill said the county would need to weigh cost benefits with an ISO representative this spring to see what is feasible to do to help lower rates on the property where they increased.
“It may take a year or so for us to get it (back to a 5),” he said.
In other business:
• Council re-elected David Ferguson as chairman and Dwayne Perry as vice chairman. “I appreciate the vote of confidence and with the help of God will endeavor to do my best,” Ferguson said.
• Ferguson said that since the district had received some new school buses, he has wondered if there would be some way to add additional buses on existing bus routes so children could be delivered to school and home more quickly or at least keep existing buses from taking on more routes. “Children meeting buses in the dark in the morning is kind of scary when you think about it,” he said.
• First reading of an ordinance to update the Fairfield County Solid Waste Management Plan so it is in accordance with 2012 DHEC standards passed unanimously.

Robinson requested a list of all board vacancies be supplied to each board member for his or her district. Board members have 30 days to appoint someone from their district to any vacancies.
