Winnsboro town council meets Tuesday

WINNSBORO — During Tuesday’s town council meeting, Mayor Roger Gaddy and members of council will see a presentation by Hand Made in America regarding the rehabilitation of the Old Armory.

That will be followed by a review of a capital expenditures request by Billy Castles, Winnsboro’s building inspector and zoning administrator. The meeting begins at 6:15 p.m. and is open to the public.

Council held a utilities fund budget meeting recently to review the first draft of the fiscal year 2013-2014 budget. Finance Director Kathy Belton presented the budget and advised council of increases and decreases in revenues and expenditures for each department.

Gas utility expects to have revenue of $4,096,627, which would be down from last year’s earnings of $4,659,190. Belton credited the drop off in expected revenue due to less natural gas purchase. Gas utilities expect to spend $3,850,446, which is down from last year’s expenditure of $4,376,499.

Electric’s proposed revenue is $6,857,157, which is down from last year’s $7,336,982 earnings. Electric’s expenses are expected to reach $6,739,026 compared to last year’s expense of $6,981,361.

The one utility that is expected to have an increase in both revenue and expenses is water. The 2013-2014 proposed revenues that are envisioned are $2,093,066 in comparison to last year’s $2,699,332 earnings.

Water’s foreseen expenditures reach $2,208,717 as to last year’s $2,049,057.

The sewer utility is expected to decrease in revenue and increase in expenditures. $1,221,295 is the proposed revenue for 2013-2014, which is down from last year’s earnings of $1,224,968.

Even though this year’s revenue is expected to go down, Belton forecasts the expenditures to increase from last year’s $831,843 to $836,161.

After all is said and done the utilities budget of 2013-2014 is expected to even out at $15,081,890, which is down from last year’s budget of $15,931,272. Council voted to increase rates on all utilities except for gas.

The increased rates for water, electric and sewer have yet to be determined.
