Water restrictions lifted for Winnsboro

WINNSBORO — Residents in Winnsboro can wash their cars and fill their swimming pools: Drought restrictions have come to an end for Winnsboro so said Mayor Roger Gaddy in a proclamation at the April 9 meeting of Winnsboro Town Council.

The restrictions went into effect in February 2012. In August 2012 an amended proclamation was released that let the restrictions go for Blythewood since additional water was acquired from Columbia.

Now the reservoir has been declared full. Gaddy said that the summer is forecast to be dry in the long term, but he hopes that circumstances will not require another drought ordinance.

Council approved use of the old Armory for a Read-in for the Fairfield County Library. The Armory would be used in case of inclement weather at the Fortune Springs event.

Councilman Clyde Sanders was in favor of gratis use provided the groups who are using the facility pay a clean-up fee. Gaddy said they needed to be consistent. Even with the clean-up fees being assessed, the town lost over $12,000 last year.

The motion passed provided clean-up fees would be collected. On those terms, council also approved gratis use for a fund-raising dance for Relay for Life to be held at 4 p.m. to midnight April 12.

In other business:

— Council approved paying $75 from crime prevention funds to go to the Relay for Life Paint the Town Purple campaign in care of Norma Branham.

— Council approved renting the armory for a 1968-70 class reunion for February 2014. The reunion group will be responsible for fees and necessary permits.

— Council approved paying $250 to recruit an initial visit May 9 from the Handmade in America group to do an assessment of Winnsboro. The group would come back and give a presentation May 17 in a public meeting. The final step would be making a presentation to town council on May 21.

Council also met in executive session to discuss legal and contractual matters.

After coming back into open session, council voted to reject the contract for an additional 1 million gallons of water from Columbia.

Council also passed a resolution authorizing the termination of the Town of Winnsboro’s contract with Red Clay Development of SC LLC and the Historic Mt. Zion Institute LLC.
