Seaman Donald Outen, son of Donald and Wynne Outen of Lugoff, was recently named Blue Jacket of the Year for the U.S. Navy’s Hawaiian Region for his service as a transfer clerk for Personnel Support Detachment in Pearl Harbor. Outen is the grandson of Tommy and Bonnie Myers of Winnsboro and Penelope Ashton of Camden.
