Sheriff giving criminals a second chance to turn themselves in without going to jail

Nonviolent offenders will get a "second chance" to avoid jail by participating in the "Fairfield Safe Surrender" program this week.

The Fairfield County Sheriff’s Office and the S.C. Law Enforcement Division (SLED) will conduct the Safe Surrender program at the Fairfield County Magistrate’s Office at 115-B South Congress St. on Wednesday and Thursday.

Sheriff Herman Young stated the program is similar to the "Fugitive Safe Surrender" program developed by the U.S. Marshals Service.

Young explained that the program, which has been implemented with some success in other areas in South Carolina, provides persons with outstanding warrants for nonviolent and misdemeanor offenses an opportunity to turn themselves in and appear directly before a magistrate.

Young explained that in most cases, offenders who participate in the program will either be able to pay any outstanding fine or be scheduled for a court day without the risk of going to jail.

Depending on the particular charge or type of warrant, participants who report will go directly before a magistrate who will hear the case on-site and make a determination regarding adjudication of the charge.

In addition to providing offenders with outstanding warrants a second chance, Young said Safe Surrender promotes public safety by allowing law enforcement focus on more serious crimes and offenders.

Young said this enhances his office’s goal of improving the quality of life in Fairfield County.

A list of all active outstanding warrants will be made available to the public through various media.

Young said strongly urged persons listed as having outstanding warrants to participate in this program and make full use of the resources provided, as the program will be followed by an extensive attempt to locate and prosecute all people with outstanding warrants.

I never heard of this Fairfield Safe Surrender before. I hope it will work to stop criminal cases.
