County Considers Library Expansion

Fairfield County Council entertained a public hearing Monday night regarding plans to expand the County’s Main Library from its current 6,000-square-foot size to 21,000 square feet.

The county has applied to the United States Department of Agriculture (USDA) for stimulus funds for library construction. The USDA is offering a grant and loan combination package that the county hopes will be a means to pay for the projected $3.5 million library expansion project.

“We are through with the application process,” said County Librarian Sarah McMaster. “We hope to hear back from the USDA in late August as to what the terms of the grant/loan will be. At that point, the County Council will decide if they want to go forward with this funding source.”

In other County business, Cedar Rock Road resident Renee Amick asked that Phase III of her street be taken over by the County for maintenance purposes. She was asked to create a petition, and the county will review the subject at their next meeting.

Council also received a legislative update and overview of services for the South Carolina Association of Counties (SCAC) from Robert Croom, Deputy General Counsel/Director of Legal and Legislative Affairs for SCAC at Monday’s meeting.

The SCAC is the only organization dedicated to the statewide representation of county government in South Carolina. Located in Columbia, SCAC is a non-partisan, non-profit association that strives to build stronger counties by working with county officials to provide education and training, legislative reporting, research and technical assistance.

According to the SCAC website, SCAC’s services include: promoting more efficient county governments;

To study, discuss and recommend improvements in government;

To investigate and provide a means for the exchange of ideas and experiences between county officials;

To promote and encourage education of county officials;

To collect, analyze and distribute information about county government;

To cooperate with other organizations; and

To promote legislation that supports efficient administration of local government in South Carolina.
