Town Manager Don Wood has proposed amending the July 1, 2010-June 30, 2011 budget, and adopting a new budget that will enable the funding of Town Council and staff travel and meeting expenses. The funding amount is $27,600. The ordinance will go before the Town Council for its first reading at the next scheduled meeting.
The Winnsboro Town Council also met Tuesday evening, and began the meeting by presenting a certificate of recognition to J. Wilbur Collins & Co. for their 41 years of service to the community. The Collins family has a small engine repair shop in Winnsboro.
The Department of Commerce has awarded the Town of Winnsboro a Community Development Block Grant (CDBG) under the Community Infrastructure initiative to replace and install new gravity sewer lines on College, Alexander I, Alexander II and Manigualt streets. The Town Council voted unanimously to provide the matching 10 per cent ($48,450) necessary to meet the requirements as set forth in the Community Infrastructure Program of the CDBG program.
The Council then met in executive session to discuss a contract for new town welcome signs, a contract for a structural engineering firm, 4SE, Inc., to conduct resistance drilling in preparation for future repair work to the Town Clock at a cost of $8,000, and legal and contractual matters regarding water line extensions.
Once out of executive session, the Council voted to move forward with the U.S. Army Corps of Engineers to conduct a study to determine the best new source of water for the Town of Winnsboro and Fairfield County. The cost for the study is $200,000. The Army Corps of Engineers will pay half, thanks to the Fairfield County Council’s decision to pay half.
The council also voted to hire 4SE, Inc. to conduct a structural soundness study on the Town Clock.
The Winnsboro Town Council meets at Town Hall on the first and third Wednesdays of the month at 6:15 p.m.
